Is a collection agency allowed to access my credit report?

Is a private loan collection agency permitted to access my credit report without permission? What are the rules?

No they are not.
Unless you are intending to borrow money they can not do that legally.
I would ask for total removal of any bad marks or face problems from the ftc on the fair credit reporting act.
