My name is Tim, If I contact a lender to offer repayment on charged-off accounts, does that start my seven years over again.

Not until some action is taken like a payment.
Even then sometimes dates can be frozen if you negotiate and pay. They can do this but may say they cannot. All they have to do is post the payment and use a back date equal to the date of last activity on your acount listed on your report.
