How is it that the collection agencies can, on a yearly basis, change the date of last activity? Is this illegal? The debt is well over 15 years old and yet is it being reported as active.
How can I get them to stop and remove this from my credit report?

what if you can't pay them off? are you forever doomed? Is there no end?
Try the validation letter and follow up. Usually the collection can not legally confirm they own the debt. Expescially after 7 years go by. Then go to the local BBB and ask for relief. See what they can do.
