3 in 1 credit report has descrepanicies

My fiancee and I recently pulled up his 3-in-1 credit report and noticed discrepancies on all bureau but mostly on the Experian Credit Bureau.
We called all agencies listed on the report and they verified that although it was the same name the accounts had different social numbers and mailing addresses.
When I spoke to a representative of one of the listed agencies, he stated that Experian goes first by name, then address and then social security number.
Is that true?
If so, how is that fair to the millions of people that share the same name?
Also I read on your blog that you should write about 4 accts at a time, well we are dealing with about 11!!!! 11 mistakes from Experian, all already confirmed by the collection agencies, which also stated it wasn't rare of Experian to mix identities up.
Also when you state on your blog to send a copy of the credit report, is it the whole 12 pages or just the part in concern (may sound like a silly question but want to do this right), and the credit report shows each item with each credit bureau right next to each other.
If I send a dispute item to Experian, should I covered the report from TransUnion and Equifax about such item, or doesn't really matter? Thank you so much!!!!!

send just the part that shows descrepancies and circle what is wrong
send them 4 at a time anyway.
you can send 3 sets of 4 if you like. one has to dispute with each bureau seperately as no bureau, ask the other, for information
they are independant of each other

Good advice! Many people think they have to dispute items one at a time. It's good to know that sometimes you CAN group them. FYI - if this person still can't get the issue resolved contacting a credit attorney might be a helpful solution.
